According to CBIC Heading 9964, economy class air travel to or from the states of Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura, or Bagdogra in West Bengal is exempt from GST on flight tickets.
